According to the Migration Law, there are two types of residency in Azerbaijan: Temporary Residence Permit (TRP) and Permanent Residence Permit (PR).

How Pakistani Citizens Can Apply for a Visa to Azerbaijan?

Citizens of the Islamic Republic of Pakistan are eligible to apply for single-entry e-visas to enter Azerbaijan. For your information, e-visas are issued for a period of 30 days. Those who wish to apply for a longer-term visa are advised to do so through the Embassy of Azerbaijan in Islamabad or the embassy of the country where they reside.

It is important to note that the type of entry visa for Azerbaijan must align with the purpose of your visit to avoid any legal issues — especially if you plan to obtain Azerbaijan residency (TRC card) and reside in the country.   • Business Visa –  If you are planning a trip to Azerbaijan for business purposes or intend to obtain residency (TRC Azerbaijan) based on your existing business, it is recommended to apply for a business visa. You can also apply for a business visa online at evisa.gov.az. All you need to do is select “Business Trip” as the “Purpose of Visit” when applying.
  • Personal Visa –  If you are planning a trip to Azerbaijan for personal reasons or intend to obtain residency based on your family ties, it is recommended to apply for a personal visa. You can also apply for a personal visa online at evisa.gov.az. All you need to do is select “Personal trip” as the “Purpose of Visit” when applying.
  • Labor Visa – If you are planning a trip to Azerbaijan for employment purposes or intend to obtain residency based on a work permit, it is recommended to apply for a labor visa.
  • Tourist Visa – If you are planning a trip for tourism or for investment purposes (that are not business-related), you can simply apply for a tourist visa.

Temporary (TRP) and Permanent Residence Permits (PR) in Azerbaijan.

A Temporary Residence Permit in Azerbaijan (TRC Azerbaijan) is a type of residency that allows citizens of Pakistan to live in the country for a specific period. Citizens of the Islamic Republic of Pakistan can initially obtain a TRC in Azerbaijan for up to 1 year. Temporary residence permit holders can also apply to extend their permits, each time for a period not exceeding 2 years.

Permanent Residence Permit in Azerbaijan (or PR Azerbaijan) is a type of residence permit that grants citizens of Pakistan the right to reside permanently in the country. To apply, they must have legally resided in Azerbaijan for at least two consecutive years and demonstrate a basic knowledge of the Azerbaijani language. The Permanent Residence Permit is valid for five years and can be extended for an additional five years if relevant grounds exist.

How Pakistan Citizens can get Azerbaijan Residency (either TRC or PR)

What Are the Grounds for Applying for a Temporary Residence Permit (TRC Azerbaijan) or a Permanent Residence Permit (PR Azerbaijan)?

Investment in the Economy

Pakistani citizens who invest at least AZN 500,000 (approximately USD 295,000) in the Azerbaijani economy can apply for either a Temporary Residence Permit or a Permanent Residence Permit. The investment can take various forms, such as business investments or commercial real estate, among others.

Real Estate Investment

Pakistanis who invest a minimum of AZN 100,000 (approximately USD 60,000) in real estate in Azerbaijan are also eligible for a Temporary Residence Permit (TRC). In turn, the minimum investment required for Permanent Residency is AZN 200,000 (approximately USD 120,000). The real estate may be either residential or commercial property. Investors also have the right to lease out these properties if they wish.

Bank Deposit

Pakistani citizens who deposit at least AZN 100,000 (approximately USD 60,000) in a local Azerbaijani bank under a term-deposit agreement are eligible to obtain a Temporary Residence Permit (TRC). For a Permanent Residence Permit, the required deposit—just as with the real-estate option—is AZN 200,000 (approximately USD 120,000).

Deposit holders can earn annual interest of about 9 – 11 % if the fixed deposit is in Azerbaijani manats (AZN). If the deposit is held in another currency (USD or EUR), the annual interest rate is typically around 1 – 2 %. The funds must remain in the account for the entire validity period of the residence permit.

Business Activity

Pakistanis who are either the CEO (Managing Director) or a partner of a company (holding at least 51% of the shares) with a minimum investment capital of AZN 50,000 (approximately USD 30,000) are also eligible to apply for a Temporary Residence Permit (TRC) in Azerbaijan. Similar to the real estate and bank deposit options, the investment requirement for a Permanent Residence Permit is doubled—meaning the company’s investment capital must be at least AZN 100,000 (approximately USD 60,000).

It is also important to note that investment capital alone is not sufficient to obtain a residence permit. The company must be actively operating and complying with Azerbaijan’s legal and business requirements. If the capital has been invested but the company is not engaged in actual business activity in accordance with the law, the residence permit application may be rejected.

Management Activity in the Branch of a Foreign Company

Citizens of Pakistan who hold positions as the head or deputy head of a branch or representative office of a foreign company in Azerbaijan are also eligible to obtain either a Temporary Residence Permit (TRP) or a Permanent Residence Permit (PR).

For your information, there is no minimum investment requirement when establishing a branch or representative office in Azerbaijan for the purpose of obtaining a residence permit. However, the business activity must comply with local legal requirements.

Family Relations

Pakistanis who are family members of residence permit holders or have a close relationship with Azerbaijani citizens can apply for residency in Azerbaijan. In such cases, residents can sponsor their eligible family members to obtain either a Temporary Residence Permit (TRP) or a Permanent Residence Permit (PR). However, it’s important to note that under Azerbaijani legislation, “eligible family members” refers specifically to: Children under 18 years old, spouses and parents over 65 years old

Residence Permit Application Process

The State Migration Service is responsible for issuing and extending residence permits in Azerbaijan. Foreigners, including Pakistani citizens, are eligible to apply for residency and its extension either offline or online. Applicants who meet the criteria simply need to collect the required documents and proceed with the application.

The application processing time typically ranges from 15 to 20 business days. At the end of the process, successful applicants receive a Residence Card Certificate (also known as the Azerbaijan TRC). Notably, the state fee for a one-year TRC ranges from 120 AZN to 160 AZN, and this applies to all nationalities, including Pakistani citizens.

What documents are required to apply for or extend a residence permit?

To apply for and get a residence permit in Azerbaijan, citizens of Pakistan must prepare and submit the following documents:

  • Application form;
  • Copy of valid passport;
  • Medical certificate;
  • Visa Copy;
  • Documents that confirm the grounds for applying for a residence permit;
  • Two photos of applicant;
  • Documents of the residential place.
